Sim: Vodafone Italy enabled for NB-IOT.

This is the procedure I follow:

AT+QSCLK=0 ATE1 AT+CSCON=1 AT+QBAND=1,20 AT+CFUN=0 AT+QCGDEFCONT="IP","m2m.vodafone.it" AT+QRST=1 AT+QSCLK=0 ATE1 AT+CSCON=1

As you can see it keep getting denied.
If I put the sim in a phone it works with the apn “m2m.vodafone.it” so I don’t know what to try.

Is it possible to make sure that a device always gets the same IP address?
