An expected reject cause on a network that has NO roaming agreement with Dtelekom would be "#15 “No suitable cells in tracking area”. And the device would continue the search for a suitable PLMN. So far, so good.

However, we sometimes see that an attach attempt on a such non-roaming network is rejected with this cause “#111: Protocol error, unspecified”.

Did anybody experience similar behaviour?
